It depends on how deep the cut is. If it is fairly superficial, then just keeping it clean and applying some neosporin to it should help it heal up. It doesn't sound like it is actively bleeding, right? What I do for small cuts on the pads of my dogs is soak the foot in epsom salts once daily for 5-10 min. to get it clean. Then, I apply neosporin twice daily, and put a wrap over it for about 5-10 min while the medication soaks in. Then, if they take the wrap off, I don't care. If you have frozen ground where you live, you may want to wrap the foot or put a bootie on when she goes outside, or the hard ground may start the foot bleeding again. They sell dog boots at places like Petsmart.
If it is a deeper cut, it may require stitching and antibiotics to prevent infection. Also, I tend to keep these covered as I don't want any dirt to get up inside the wound. There is a spray you can buy called Bitter Apple that tastes bad. You spray it on the bandage and it should help keep her from chewing on it. You have to apply it a couple times/day to keep it tasting bad.
So, if your dog has a deep cut I would take her to the vet otherwise, you should be ok to treat it at home.
