My 13 year old German Shepherd hasn't been eating as much the last couple of weeks, and hasn't had a bowel movement in at least a day. She had multiple accidents on the upstairs carpet while I was at work today. Her breathing, although not loud or labored, does sound different to me. Should I bring her into my vet? She has arthritis and hip displasia, and I've been giving her Cosequin and Rimadyl.

Yes she needs to see the vet.
She might be having an issue with the rimadyl impacting her liver or kidneys which can happen sometimes.
Or this might just be from pain from arthritic changes in her hips slowing bowel control and mobility.
At her age seeing her vet is the best bet.
