my ten year old collie is itching so bad she has her skin ...

my ten year old collie is itching so bad she has her skin red and blotchy. She is getting very lethargic and looks ill. Now my three year old lab seems to be doing the same thing. These are outside dogs. They come in a barn at night but it is not heated. Could this be a problem with fleas or something else?
