scabs, itching, and pulling out of hair

my dog (half lab half chow) is getting scabs on her body and is literally itching and biting her hair right off of her skin. What is it that she has and what can I do? She swims in my pool and maybe she is allergic to the water chemicals? I feel so helpless. I don't have enough money right now to take her to the vet so please help.

She may well have a flea bite allergy causing this if you do not have her on flea prevention.
She could also have a generalized skin infection or be having a thyroid problem leading to the skin reaction.
You may want to keep her out of the pool or be careful to rinse her all off when she gets out with clean water from the hose.
I'd start with trying flea prevention like frontline to see if that solves the problem.
Clean the sores with betadine or 3% peroxide and use a neosporin or triple antibiotic ointment to see if that helps them heal.
If that doesn't help then you need to see the vet.
