Sounds like canine papilloma virus - or oral warts. You can read about them here
www.marvistavet.com/html/body_canine_viral_papillomas.html
They are contagious among dogs and usually go away on their own.
from this site this description
http://www.nutritionfarm.com/message%20board/Message_Board/canine_warts.htm
"Canine mucous membrane papillomatosis primarily affects young dogs. It is characterized by the presence of multiple warts on oral mucous membranes from lips to (occasionally) the esophagus and on the conjuctival mucous membranes and adjacent haired skin. "
However you should have the vet check this out as there is a potential these are a cancerous tumor instead. Some breeds like the Boston Terrier are prone to these so better to be safe and have the vet take a look.
Hope this helps you!
