I have a standard poodle and I noticed that he chatters his teeth like he is cold all the time. Is this normal?

No eye movement. He does it at least a couple time an hour. I just bought him a couple of days ago. He is 2 and was a breeeder dog. He is now going to be fixed and become a house dog. But before I drop tons of money on him I wanted to make sure there is not a serious health promblems.
