Worried Sick

I have a 3 year old yellow lab. For the past two weeks, he suddenly stops walking and does the "sit" position occasionaly. Yesterday, he whinned as he walked down the steps and sat immediately once at the bottom. Ive noticed he does this regardles if he has just gone to the bathroom or not. Lastly, is seems as though the base (where it attaches to his body) of his tail is swollen. He plays and runs fine at the dog park, it is only these frequenting "quick sits" that have me really concerned. Any help? PLEASE - Duke's Dad
