Yellowing of inner ears, nose, inside mouth, and around eyes

I have a stray cat that comes periodically for food. I have not seen him for 2 weeks until today. When he showed up today his inner ears, lower lip, inside his mouth, and around his eyes seems to be very yellow. Could this be an infection of some kind or a medication his owners (if he has any) may have given him?

I am currently keeping my cats inside so as to not expose them to this cat.

Do you know what could be wrong with the stray and if it is contageous??
