Please help our tazzy

Hello, our dog is a lab/cockerspanial mix he is 15 now and he has been urinating everywhere. He has had 2 bouts with visticular not sure spelling the eye shake disease. also called doggy stroke. He is death from it but now the urinating is bad, also he did have kidney infections about 5 years ago, he is also starting to drag his rearend sometimes. He still plays and goes up and down stairs which we can not help we live in a split level home. My question he is our first dog we have had him for the 15 years now. When do you know when to put them to sleep so they do not suffer? He tries to keep up with our younger dogs but its just not being good with the urinating everywhere. We bought a cleaner but I can not keep doing this 2 times a day. Please help.
