Question

hairball obstruction

Possible hairball obstruction labor breathing not eating will not drink water no bowl movment. She is walking around wagging tail but seems not in pain but mouth is open a little taking long deep breaths. laying in corner resting. 1 yr old female cat long hair.

This is what I would consider an emergency sitution. It might be a hairball and it might be something even more serious though a blockage is serious enough.
I'd get her to the vet ASAP and not wait to do it.
Not drinking is a serious sign and dehydration or kidney issues or a blockage could kill her.

My daughter has no money is there anything we could try to get bowels to move and see like try to get her to eat tuna with oil someone had told me use a water syringe and give water please help

I'd see if a vet would take payments as a first choice.
You can try hairball remedy if you think its an obstruction of that type. If you have none of that you can see if she will lick petroleum jelly off her paws or if you can get some plain mineral oil down her - perhaps a teaspoon of it by mouth.
You can see also if you can get some water into her with a syringe to her mouth. Maybe even some pedialyte if you have it.
You can also look at www.petfinder.com to see if there is a cat rescue group in your area who can suggest a vet who might take payments to help the cat. Put in your zipcode and then look at shelters and rescues in your area for cats.
