when is the ideal time for spaying the kitties a friend

When is the ideal time for spaying the kitties.    A friend of mine said they do not come into heat in the winter.   She will be 6 months in January.   How much longer can I wait. I am not a fan of the early spay. My daughter has a kitty adopted from a rescue place that was spayed at 2 pounds.   I thnk that is criminal.   Waiting for your answer. Jane T.
