is it wrong to buy a shih tzu with an inguinal hernia that has been taken care of? can there be future problems?

No, it's not wrong. Just do so with the knowledge that the dog will have to be spayed or neutered (and not bred) because this is often an inherited trait.

The surgery is pretty common and most dogs never have a problem with it later in life. You might even be able to combine the surgery with his neuter or spay and save yourself some money.
