If your cat is allowed outdoors and has not had a rabies shot you might consider this as a potential medical issue that should be dealt with ASAP.
If its an indoor cat and has no other cats to play with you might just be seeing the results of built up need to play roughly with another being. Cats can get pretty rough in play! I know my 'attack cat' relaxed and became a much more pleasant companion once we got him a friendly cat of the opposite sex (both altered) to play with. They battle a few times a day pulling fur even sometimes and then settle down to pur and groom each other. So if you feel its a behavior issue only you might consider another cat as a solution for its inappropriate actions with you.
