What kind of walking device should I ues for a 4 month old 4lb. Papillon? A harness and leash or a collar and leash?

 Either one would be fine.  If the dog is comfortable with the collar and leash, it is a good choice.  If he pulls at the lead, a harness might be a good choice.

This is really a personal decision and should be based on what you are comfortable with.

The harness is hard to get off for baths, etc.

These little dogs tend to be high energy so you might want to get a retractable leash, the lanyard type so that he can have a little freedo to run ahead of you and still be safe.

You will also want to start an obedience class with him.  It will help the two of you bond and will teach him all that he knows to be a good citizen.

I appreciate both answers thus far. My concern is I was told that his breed has a soft windpipe so a harness is the way to go. I am not sure though if that is up to a certain age. Also, I have all the above equipment. He does not seem to like the retracable at all. Not sure if it is the tension he feels on it or not. I am just learning with him and want to make this the best for us both. We are starting obedience classes on the 12th. (We need them :-))
