Scottie owner w/ question

My dog is an 8-month-old Scottie. he has a blister like bump @ the base of his tail, underside. He let me clean it w/ hydrogen peroxide and is not licking it, biting at it or really paying attention to it at all. It’s not oozing but is firm to the touch. he let me push it around a little. I’m not sure if it’s something to be woriied about or could it be just an ingrown hair? blood blister? regualar blister? Thanks so much for your help.
