my miniature dachsund has a little spot behind her one ...

my miniature dachsund has a little spot behind her one front leg usually where her harness is worn that is now just skin with no hair and looks enflamed. It is kind of hard and red. Is there anything I can do for this? Is it possible that it is something other than just irritated by her harnass?
