My horse has rainrot. what is the best/fastest way to get ...

My horse has rainrot. what is the best/fastest way to get rid of it? I live in Maine and he needs to be blanketed in the winter due to the cold here. I have been told you shouldnt blanket a horse who has rainrot or it will never go away. What can I do to get rid of it before it hits below freezing weather?? Thanks!

Already Tried:
a fungal spray that said it treated scabs and rainrot. it did nothing, it only got worse. Have also tried picking some scabs off but it was very difficult to get off.
