My 7 year old budgie has been sleeping by hanging with his beak and feet attached to the cage with this tail proped up against a perch. He also has been laying on the cage as if nesting. Is he getting old or is he sick? He eats normally and has no respiratory or stool problems.

Is your budgie a male or female? You used he but I wanted to be sure. 7 isn't terribly old...any nasal discharge, regurgitation, or tail bobbing (when they are resting comfortably you'll see their tail moving up and down) that's a often missed respiratory symptom.
