Question about Breeding

Hello my name is Chris and I have a quick question I hope you can answer. My female dog is in heat and my male just locked up with her. I was told that when they lock up its just that the female is trying to keep hi ssemen inside her and thats it, but I was told today that when they lock its because his testicles are stuck inside the female. Are any of these true or what? Can you help me?
