problem with flies, also rash on butt

i have a 5 year mare. my daughter tells me that she has developed a rash at her butt. we have been keeping it rinsed with water to help keep it clean. also we are having a terrible time with flies. i have purchased the block but doesnt seem to keep the fly population down. we are also using Bronco fly repelent but only works a few minutes. mydaughter says that there are big green flies biting the horse. So what can i do abou the rash and reduce the fly population. we live in West Virginia near a town called Rainelle.
