Rotweiller behavior at young age

We have a 11 week old Rotweiller puppy. She is very curious and playful. Sometimes she gets very aggressive, growls and bites when she wants to have her own way or if you are just petting her and trying to give her praise. If my girlfriend picks her up the dog will try to bite her and gets very aggressive with her, uncontrollably. She sometimes does this with me, but not as much. We will usually set her back down while telling her no or stop! This is my girlfriends dog and she is concerned the dog will bite others when she becomes older.
Is this normal for a rotweiller puppy? Will the aggressiveness go away as she gets older? What is the best way to contol this behavior?
