canine has blood in urine shows blood work of hypoglycemia the coat of dog has been very dry and dog has been drinking lots of water

This sounds like a possible problem with the insulin levels in the dog. This could be from an insulin secreting tumor of the pancreas.
Hypoglycemia can also be a sign of Addisons disease

The blood in the urine could be from infection due to the disruption in the system for processing glucose.
