she weighs about 11 lbs and ate 4about 4 oz of semi sweet chocolate, but im prety sure that she threw up a lot of it and she is drinking water now with no problem andhas not vomited in the last hour

I would go ahead and switch her over to a bland diet of only boiled chicken and white rice to combat any stomach upset.

The lethal dose depends on the size of the dog and the type of chocolate. The killer serving is approximately one ounce of milk chocolate, one-third ounce of semisweet chocolate, or one-tenth ounce of baker's chocolate per pound of dog.

You should see this start to resolve soon.
