My golden retiever has had problems with itching, but ...

My golden retiever has had problems with itching, but only on his noew and around his eyes. He rubs his face on the fence for any other rough surface.
I have tried:
keflex, prednisone,zyrtec, claritin along with change in diet,
Boiled Chicken & white rice.

Nothing is helping.

This started 2 years ago after having surgery for a twisted stomach.

Could it be stress?
