my female rottweiler is taller than my male rottweiler=== they haven't been able to breed, what do i do!! she had her 3 days of bleeding and today is the third day that the male has tried to do it, so a total of three days

It's normal to see the male try and try and try for the first week. She's not going to stand for him and make it easy until SHE is ready. This is usually around day 9. Be sure to get them together at least once a day through day 14.

When she's ready, she will make it easy for him.
