my adult female pekingese will not allow my male to mate

my 4 year old albino female pekingese will not allow my 4 year old male to mate. They are both runts of the bunch but my female is a larger runt than my male. She does get into heat but would snap at the male when he approaches. There have been time that he has mounted on her but no success of entering. How can I help to make this happen?
