Torn paw pad. It had minimal bleeding but has a lose portion...should it be sutured or bandaged?

Is this a dog? Pads are very hard to heal. At our clinic we rarely have to suture them unless it is a really big piece that is flopping . I am assuming that this is not the case since it did not bleed too much. You can clean it good with peroxide and put some antibacterial ointment on it. If you do bandage it you need to be VERY careful to not put the bandage too tight as you can cut off circulation and do more damage than good. If you do bandage it and notice any swelling at all then the bandage is too tight so you need to remove it immediately. Here is a helpful link
