Housetraining

I have a ShihTzu puppy that is almost 10 months old. I am having real difficulty geting him to stop using the bathroom on the carpet. I have pads in a certain location and he uses these occasionally. I praise him when he does use the pads. He just seems to be really confused and I need some help with this.
Any ideas on how to house train him would be appreciated. (By the way, I also have a ShihTzu that is 5 years old. He has a pad that he always uses. The puppy will go and sniff that area but he will not use the area to go to the bathroom)

These sites gives very good information on housetraining your pup. Unfortunately, terriers can be very hard to housebreak so be patient and commend yourself and him for the progress you have made.
