Question

Heat cycle or male dominance behavior

I have 3 Rotties, 2 male, one female. The males have not been neutered while the female has been spayed since her first heat cycle 5 yesrs ago. Yet recently (2-3 days) the males have become increasingly aggressive and possessive of the female, and paying extra attention to her hygiene needs. I know from past experience it seems as if she were in a heat cycle.
Since she is not capable of coming into heat is it possible that there is another dog in the neighborhood in heat and they are misdirecting their frustration to her? Or do I have other behavioral/dominance issues at hand? Any help is greatly appreciated, Thanks
