my 9 month weimaraner

I have a 9 month old weimaraner, she has light spotting of blood from her urinary area, dogs dont go into heat this earlier, do they?

Yes this would be an average age for a first season on a bigger dog like this.
If its not a heat season (the vulva may also be swollen as an indicator of that) she might have a urinary tract infection.
If she is in heat plan on 3 weeks of being VERY careful she does not meet up with any male dogs - and they will try to get to her and she will try to meet with them too.
