We have a pair of cockatiels, one is laying eggs but ...

We have a pair of cockatiels, one is laying eggs but they never hatch. she has laid over 12 in the past 4 months. is there something we can do to ensure that the eggs hatch. the residents here at the Manor would love to see some baby birds. We gave them an open nest but she prefers the bottom of the cage.
any help would be great.

Reply to Patricia's Post: No, when we recieved the birds we were told that they were one of each and that they were very sure on this. they have been mating, We didn't think that would happen if they were of the same gender?
