The inability to swallow can be caused by a number of neurologic problems. These conditions can be immune-mediated, or infective in origin, or involve degenerative changes that originate in muscles and nerves themselves.
***I do strongly suggest that this dear pet be examined by a licensed Veterinary Neurologist so that a more direct examination and analysis of this situation can be performed as soon as possible.***

In the meantime, if this pet can swallow any liquids, you can try the liquid food Canine Clincare, or the paste food Nutrical to keep his calories and nutrients up. These can be fed a small bit at a time with the head in an upward position to facilitate swallowing...take care to not cause choking:
