For the second time this year my tiel has developed a

For the second time this year my tiel has developed a brown discoloration (with odor) around the perimeter of his beak. Last time, antibiotics cleared it up and he looked great for the last several months. Now it's back. What is this called and what else do we do?

Is there any way to tell me what it smells like, any comparison you can make? Were the antibiotics prescribed an an avian vet or is this just something a pet store employee told you to do? How did you administer the medicince, in his drinking water or what? Is there any change in his behavior? Any change in the appearance of his droppings? Tell me about his normal dailey diet, everything you give him to eat, including if possible, brand names of seeds, pellets, etc.
