I saw a 3 month old sun conure in a pet store

I saw a 3 month old sun conure in a pet store that I would like to buy, but he constantly bobs his head, is ruffled, and flutters his wings like he has a tic. He is not squawking during this time. He also does not move around but sits in one place. I watched him for about 15-20 minutes and he acted like this for the entire time. I'm afraid he is sick but the pet store people say that it's just because he's a baby.
