I have a 5 year old Jack-Russel and he is having a problem ...

I have a 5 year old Jack-Russel and he is having a problem with what appears to be a reddish blistering to a scalling reddness in his groin area and he licks his groin and back paws. in between his back toes his skin has become pink and slightly swollen. What can I do?
