Try giving him plain pedialyte instead of water and he may hold that down better than the gatoraide.
Tobacco is toxic to dogs. It can cause gastric symptoms and heart arrhytmias.
You may find

Try him on babyfood chicken to see if he can hold that down.
You can also get Nutrical a sticky supplement at the pet supply store and see if that will give him some nutrition and perk him up.
He could have an impaction of his bowel or something else going on with it like a twist or telescoping due to the irritant of the cigarrette or having eaten some other non food item that is causing this.
He may need fluids due to the vomiting.
I really think the vet should see him but you can try the above supportive care if you really cannot do that.
