I am a new breeder of miniature dachshounds. I want to know what is the recommended procedure for breeding my female. Is it ok for her to have puppies each time she goes into heat? Or, what is the basic rule of thumb for how often I should allow her to have puppies?

Usually responsible breeders do not breed a dog before its third heat or when all health testing has been completed to ensure that the dog will not be passing along hereditary defects. In this breed skin problems, spinal issues, and eye problems are of special concern.
There are two theories on breeding. One can breed every other heat to produce litters over several years giving the dog a rest between litters or one can breed 2 to 4 heats in a row and then spay the mother and place her in a pet home. Optimum conditions in the dog is of course required for the latter.

If course there is the mercenary way of breeding dogs which involves breeding the dog(s) every heat with no care about anything such as health testing, as long as the pups sell fast, up until the mother dog dies or no longer produces pups, whereupon the dog is discarded.
