5 month old brittany has small red "rash"

5 month old brittany has small red "rash" and small bumps on his belly and front "arm pit" area. Larger bumps have scabs on them. he doesnt have any hair loss. what could this be and is there a lotion or cream to apply to the affected areas?

Already Tried:
vet thought canine acne, but it doesnt seemed to be affecting his chin like they say it should. tried a all purpose cream from pet expo but pup just licks it off immediately.
