At his age cats can lose some of their whiskers but they should be replaced by new ones. If his skin and fur looks normal elsewhere on his face and muzzle, it shouldn't be a concern.
The toilet drinking issue could have serious consequences. If you would like to keep using the bowl cleaner with bleach just keep the lid down so he can't drink. If he is feeling OK he probably only took a lick or 2 and it tasted bad. Read the label on the package - some bowl cleaners say that they aren't harmful to pets. If yours doesn't say so, you might want to switch to one that does, or just keep the lid down.
Cats like the fresh water in toilet bowls. Keep his water just as fresh by refilling the bowl twice daily. There are pet water fountains that cat's really like because the water is filtered and recirculated continuously. Your cat might enjoy one and forget about the toilet.
