irritation

My dog is scooting on her butt she has had her anals cleaned but has a bad rash around her pepe I tried to help her with cleaning and covered the area with neosporin, plus she is taking a allergy pill to calm her . what can I do? It doesn't seem to help no matter what I cannot stop her from dragging her butt across the floor???
