What can i put in the parakeet nesting box for my birds?

I just bought a nesting box for my parakeets. They wont go in. The female has not laid any eggs. She has been very aggressive towards the male and the pet shop where i bought them both suggested getting a nesting box. well, they have not been in. they told me i did not need anything for the bottom of the box. and i have been told by friends that i do need something in there. please help. what can i use

Reply to JC Dill's Post: I am not sure how old my parakeets are. But I think the pet shop I bought them from told me they are over a year old. I have had them about a month. No, they are not my first birds. Their cage is a standard cage for small-medium size birds. I am feeding them parakeet food, that is part regular seed mixed with some parakeet food that has fruit and vegetables in it. They also great treats of millet spray.
