Our parakeet, Juliet, has developed what looks like a scab ...

Our parakeet, Juliet, has developed what looks like a scab on the bottom of her back underneath her feathers, however it seems to be growing. She does pick at it once in awhile and when she does, it bleeds. Please help. We don't know what to do for her. She is approximately 13 years old.
