Bad Hair Loss due to Scratching

My dog (mixed black lab & chow) is continually scratching and her legs are bare and it is working its way up even to her tail. It is not mange and she does not have fleas. I know she is miserable. I have not had a job in almost 2 years and cannot afford a vet. I hate for her to be so miserable. I need to know what I can do to help her. She is about 8 years old.
