?eye hemhorrage and heavy breathing/racing heart

Do dogs have hemhorrages in their eyes like humans? If so, what are the symptoms and what causes it? My dog is 6 years old. She is a mixture of terrier-poodle-llassa apso-sh*tzu - she has been breathing extra heavy today - panting and her heart seems to be racing. This was 12 hours ago - now 3 am - she is puffing again - and now I see this in her eye - not sure what to do - I did take her to the vet/she has a puppy diaper rash - she got a shot of cortisone/also was time for her kennel cough booster - is this allergic reaction - middle of the night - scared - not sure what to do - please help.
