This sounds like vestibular disease which can be connected to an inner ear problem or something neurological. The eye movement is called nystagmus. You can read about this problem here

While it can be self resolving you may need to work on clearing up an ear infection.
With her seizures you might want to see if they are in relationship with using flea prevention or giving heartworm meds or any other monthly occurance. You can read about seizures and their causes here
