Question

my bassett hound is years old he primarily stays indoors

My bassett hound is 7 years old. He primarily stays indoors, because from a young age..., he was diagnosised with severe allergies. (Constant itching and licking) This condition causes him to have constant dermititis. Well, now he gets episodes of "scabby" patches along his back. He seems sensative to them.., doesn't mind getting his hair brushed. The patches are easily removed with the brushing.., but then he loses a patch of hair with it. He does have chronic dandruff too. (he takes antihistimines, multi-vitamins, and fish oil tabs, daily) I give him a bath at least once a week and clean all of his bedding. But with all of this.., he continues to have the episodes. Now he has a very STRONG Odor..., which smells like urine. Got any ideas? It seems when I go to the vet.., they just want to treat the symptoms.., but not really find out what is the underlying problem. I want to be sure it is not any kidney or liver problems. He has had heart worms and had to go through two treatments (like chemo) to get rid of them. He is heartworm free.., but could those meds have cause problems to his other systems? THANKS!!!

Already Tried:
Vinegar baths, cool baths, Hylte shampoo for sensative skin, baking soda to bath water, he takes multivitamins, fish oil tabs, and antihistimines. He has been on antibiotics, steroids, blue star ointment for topical sootheing for itch.
