My hamster seems unable to open one of his eyes. What can I do for him?

Try using a moist warm cotton ball to loosen up any dryed stuff that may be caked on. He may have an injury to his eye that is causing this. If it is both eyes then its more likely an upper respiratory issue. Either way, being he is a very geriatric hammy, a vet visit is a good idea.
