First of all I'd rinse the hamster a few times to make sure the soap residue was off of him.
He might be actually have a kidney problem or he could have picked up ringworm (a fungus) if many children handle him.
This site has excellent info on hamster health and care

see if anything in their above illness guide matches what you are seeing.
You might try plain aloe vera on some of the skin to see if that helps moisturize it.
But if this is ringworm or mites you will need help from the vet to resolve this.
Hope this helps you!

You posted two questions and this one has the accepted answer on it.
You said in the other question that this had been going on for some time - so fungal infection or kidney problem would be likely guesses as stated above.

Reply to Nancy Holmes's Post: Could my hamster be scatching and have dry skin do to stress?I did change his bedding to pine and his cage and wheel in May( remember he is bald on his head ,back and belly, do to scratching and biting.I can not see any black dots that would indicate mites. The local pet shop saw him and said that it wasn't mites. He thought it was some kind of fungus.Could he have Microscopic mites? He hasn't bin running on his wheel since May ,June.I just put him in his original case with the old bedding I used and his old wheel a few days ago. He is still scratching and has not been on his wheel. He is eating and drinking. Please help me solve this problem. Also, if it is some kind of kidney failure .Would he still be with us.
