Are the effects of a fish put in tap water reversible?

We were cleaning our fish tank and accidently put the fish in tap water .. 3 of them died but our 2 dinosaur eel's survived. Now they don't move around a lot or eat they just sit there and breathe. Will they go back to normal? Or is there any way we can get them back to normal?
