Is there a male Cockatiel with her? Has she been sitting on the eggs and if there is a male, has he been sharing the sitting duties? You say you used a flashlight. What you would need to is to have the egg between you and the light so that it shines through. Can you describe what, if anything you saw when you used the flashlight? If you can give me this additional information I think I can help you out. Thanks, Patricia.
